Major Texas hubs already live: Lubbock, Waco, League City, Sugar Land, Pasadena, Baytown, Missouri City, Kyle, Port Arthur, Rosenberg, Waxahachie. When the portal discloses the contractor name, permits pulled directly by the homeowner are tagged HOMEOWNER in the contractor column. These are the hottest leads since no contractor is signed yet. Some city portals don't expose contractor data publicly, so this flag is best-effort.
